Jersey Development Company (JDC) and their design partners Gillespies are working to develop a Visionary Framework to transform the southwest waterfront area of St Helier, with a focus on mixed uses, landscaping and connectivity.
The Visionary Framework will set development guidelines and design parameters for a high- quality landscape-led proposal for mixed-use residential waterfront.St Helier Jersey Map
This design work will culminate in an outline planning application being submitted for these areas during the Spring of 2021.
New parks and public places will be created alongside green and open spaces providing enhanced connectivity and more vibrancy, strengthening the sense of community for residents and visitors to St Helier.
Gillespies, a multi-award-winning organisation, which works with clients and partners to deliver transformative landscape design, urban design, masterplanning and landscape planning was selected following a comprehensive design competition launched by JDC in conjunction with the Design Council. Gillespies’ winning concept proposals includes the following:
*a new public park and new landscaped gardens at Les Jardins de la Mer with an underground public car park
*a redesigned public indoor swimming pool and leisure facility and a new outdoor public 50m saltwater pool
*a National Art Gallery, seaside amphitheatre and boardwalk pierMore than 1000+ residential units of accommodation with ground floor space for a gym, creche and food and beverage facilities
*The southwest waterfront area would also be linked to the rest of St Helier via a landscaped bridge over Route de la Libération.
JDC would like help from Islanders to shape the new quarter – including reconnecting the town to the waterfront for the benefit of present and future communities. The engagement process provides islanders the opportunity to listen to stakeholders about their inspirations for this area. We envisage the end goal of this partnership process to be a sense of ownership for residents, workers and visitors to St Helier’s Waterfront.
The views gathered from the consultation over the coming months will build on the extensive work undertaken in previous design workshops set out by the Design Council to shape the future of the waterfront.

HOPE has been expressed that three prominent town stores owned by Sir Philip Green’s ailing Arcadia Group will be saved from closure by the ‘tremendous buoyancy and resilience’ of St Helier’s retail market.
Constable Simon Crowcroft made the comments yesterday following the announcement that the company – which owns the Topshop, Burton and Dorothy Perkins brands – was to be placed into administration.
He added that if Jersey’s stores were to close, it was possible that their premises would very quickly be occupied by other businesses.
Over 13,000 staff in the British Isles now face an anxious wait for news about their jobs.
‘Obviously my hope is that the Jersey branches of the Arcadia stores will be able to argue the case for their survival. We saw that recently with Bella Italia. It would not be the first time that we have seen a UK chain fold and the Jersey branch keep going,’ Mr Crowcroft said.St Helier Jersey Channel Islands
‘But if the worst does happen I would like to see the local employees looked after well but also given help to find new employment, especially in retail, because it is such an important sector for St Helier.
‘What we have been finding is that new businesses are opening all the time in St Helier. We saw it with Santander in their new premises at Charing Cross, the old Next premises have been taken over by USC and there is now a new retailer in the former Jack Wills store. It demonstrates the tremendous buoyancy and resilience in St Helier’s retail market.’
Mr Crowcroft also urged Islanders to ensure they supported local retailers by going into town and spending their money locally rather than online.
Ian Grabiner, chief executive of Arcadia, said: ‘This is an incredibly sad day for all of our colleagues, as well as our suppliers and our many other stakeholders.
‘The impact of the Covid-19 pandemic, including the forced closure of our stores for prolonged periods, has severely impacted on trading across all of our brands. Throughout this immensely challenging time our priority has been to protect jobs and preserve the financial stability of the group in the hope that we could ride out the pandemic and come out fighting on the other side.
‘Ultimately, however, in the face of the most difficult trading conditions we have ever experienced, the obstacles we encountered were far too severe.’
All Arcadia stores will continue to trade for the immediate future and administrators Deloitte, said they will be ‘assessing all options available’, which could see brands sold off in separate rescue deals.Sorry, we are not accepting comments on this article.
